Obviously, this is to allow new energy companies to transfer their interests to thermal power companies in exchange for the right to generate electricity. But this obviously runs counter to the government’s policy of encouraging renewable energy generation.

As early as 2005, China promulgated the "Renewable Energy Law," requiring power grid companies to give priority to the full purchase of renewable energy. In order to encourage the development of renewable energy, China has set up a renewable energy industry* to subsidize the generation of renewable energy, and the scale of subsidies has been increased to 1.9 points per kilowatt-hour.
