1. Purpose

4 Terms and Definitions

Labor protection articles refer to personal protection equipment that companies provide to employees to avoid or reduce accidental injuries and occupational hazards during the labor process.

Labor protection supplies are classified into special labor protection articles and general labor protection articles. Catalogue of special labor protection articles (attached) shall be determined by the State Administration of Work Safety, and labor protection articles not included in the catalogue shall be general labor protection articles.

5 Management agencies and responsibilities

5.1 Management Organization

An enterprise shall have corresponding management agencies or personnel responsible for the management of labor protection products.

5.2 Duties

The enterprise shall clarify the work responsibilities of the labor protection supplies management agencies and management personnel.

6 Security Management

6.1 Rules and Regulations

Enterprises should establish and improve the rules and regulations for the safety management of labor protection products and distribute them to relevant posts to standardize the management of labor protection products and the production operations of employees.

The rules and regulations for the safety management of labor protection articles mainly include the work responsibilities, the management system for procurement, acceptance, storage, distribution, use, and retirement.

The system of enterprise safety production education and training, occupational hazard prevention, safety production supervision and inspection, and safety production reward and punishment shall include relevant contents of labor protection articles.

6.2 Funds guarantee

Enterprises shall arrange special funds for the provision of labor protection products and establish a fund guarantee and use management system.

6.3 Procurement

An enterprise shall purchase labor protection articles from the production and business units of the "Certificate for the Registration of Labor Protective Products" issued by the production safety supervision and administration department. The special labor protection articles purchased by the enterprise must have safety signs and must be checked and accepted by the safety production technical department or management personnel of the unit.

6.4 Equipped

Enterprises shall comply with the "Personal Protective Equipment Selection Criterion" (GB/T11651-2008), the former State Economic and Trade Commission "Labor Protection Product Standards (Trial)" (National Economic and Trade Security [2000] No. 189) and other relevant industry standards and regulations. , Combining with the actual situation of the company, formulate standards for labor protection supplies. The standards for the provision of labor protection articles of enterprises shall not be lower than the national or industrial standards, nor shall they be replaced by money or other articles for labor protection articles that should be provided in accordance with regulations.

The labor protection articles provided by the enterprise for the employees must meet the national standards or industry standards.

6.5 Daily Management

Enterprises shall strengthen the supervision and inspection of the distribution and use of labor protection articles, supervise and urge the education personnel to properly wear and use labor protection articles.

In the course of operations, employees must wear and use labor protection articles in accordance with the rules and regulations for the production of labor safety and the rules for the use of labor protection articles. Those who fail to wear and use labor protection articles in accordance with the regulations must not take up jobs.

The enterprise shall establish a labor protection article management account, and labor protection articles such as respiratory protection articles shall be stored at a fixed place in a safe and easy-to-access place, and special persons shall be responsible for the custody, inspection, regular check and maintenance, and shall be recorded after each calibration.
