In a small town in Tiantai County, a Taiwanese businessman named Ye Tian aimed to make big profits by producing batteries. However, his plan ended in disaster when he was arrested for illegal production and environmental pollution. He rented an old factory, hired a junior worker, bought production equipment, and even acquired concentrated sulfuric acid, all with the intention of setting up a battery manufacturing business.
Recently, the Tiantai County Public Security Bureau and the Environmental Protection Agency conducted a joint operation at an old factory on Shifeng Street. They discovered an illegal battery production site that not only violated environmental regulations but also involved the illegal trade of hazardous substances. As a result, one individual was detained, another was administratively punished, and over 4,000 kilograms of concentrated sulfuric acid were seized.
Ye Tian, a 55-year-old man, had previously run an electric vehicle store and sold batteries. Seeing the growing demand in the battery market, he decided to expand his business. In September 2013, he rented an old factory in a village on Shifeng Street and purchased production equipment from Jiaxing and Jiangxi. He employed five workers and started preparing for production.
To produce batteries, he needed sulfuric acid. In early 2014, he connected with someone from Cixi, Wang Mou, who arranged for the transportation of 240 barrels of concentrated sulfuric acid—totaling 6,000 kilograms—from a chemical plant in Shaoxing. The battery factory officially began operations in February 2014.
On March 7, law enforcement agencies launched a city-wide crackdown on environmental pollution and criminal activities. During the inspection, they found Ye’s illegal battery factory operating inside the old building. The site was in full production, with heavy lead dust floating in the air, sewage flowing across the ground, and a strong, pungent odor filling the air.
Workers wore protective gear, including dust masks, two pairs of gloves, and rubber gloves, as Ye explained, “Because I know it's poisonous.†However, despite the precautions, the waste was being dumped directly into the environment without proper treatment.
Yan, who was responsible for adding acid and cleaning, admitted that he knew the water was toxic but didn’t know how to handle it properly. He simply discharged it into the surroundings.
Currently, Ye is under detention for suspected illegal purchase and sale of drug-related goods, while Ruan, another suspect, has been administratively detained. The police are continuing their investigation into the case.
