China imposes anti-dumping duties on Japanese imports of chlorine-based resins

On April 20, 2016, the Ministry of Commerce issued Announcement No. 17 of 2016, which decided to conduct an anti-dumping investigation on imported vinylidene chloride-vinyl chloride copolymer resin originating in Japan. The dumping investigation period is from January 1, 2015 to December 31, 2015, and the industrial damage investigation period is from January 1, 2012 to December 31, 2015.

According to the survey, according to customs statistics, in 2012, 2013, 2014 and 2015, the imported quantities of the products under investigation were 13,186 tons, 11,102 tons, 8,903 tons and 8,809 tons. From 2012 to 2015, the number of imported products accounted for 30.31%, 23.52%, 18.78% and 20.02% of China's domestic market share.

The dumping import prices from Japan in 2012, 2013, 2014 and 2015 were 13354-31160 yuan/ton, 8988-20972 yuan/ton, 8224-19236 yuan/ton and 7546-17606 yuan/ton respectively. In 2013, it fell by 32.69% compared with 2012. In 2014, it was 8.28% lower than that in 2013. In 2015, it was 8.47% lower than that in 2014. It showed a downward trend year by year, and the cumulative decline during the investigation period was 43.50%.

From 2012 to 2015, the prices of similar products in the domestic industry were 12696-20877 yuan/ton, 11317-19812 yuan/ton, 9808-16631 yuan/ton, and 9377-14785 yuan/ton, showing a downward trend year by year. The cumulative decrease was 28.97%.

In the preliminary ruling, the investigation authority determined that the domestic dichloroethylene- vinyl chloride copolymer resin industry in China was substantially damaged, and there was a causal relationship between dumping and substantial damage. The vinylidene chloride-vinyl chloride copolymer resin can be used to produce single or multi-layer films such as casing film, wrap film, heat shrinkable film, and composite film, as well as fresh-keeping bags, composite bags, and blow molded bottles.
