China introduces polysilicon access threshold to curb repeated construction of photovoltaic industry

China news agency, Beijing, January 24 - China on the 24th issued a polysilicon industry access threshold, requiring solar polysilicon project size of each issue to be greater than 3000 tons / year, semiconductor grade polysilicon project size greater than 1000 tons / year.
According to incomplete statistics, there are 370 PV companies in 29 provinces and municipalities in China, including more than 80 polysilicon enterprises. Relevant persons have previously pointed out that there is no unified energy consumption, land occupation and environmental protection standards for polysilicon production in China. Most polysilicon enterprises are still difficult to compete with foreign companies in terms of cost and quality.
The Ministry of Industry and Information Technology worked with the National Development and Reform Commission and the Ministry of Environmental Protection to develop this industrial policy. The new industrial policy sets conditions in terms of layout, capital, environmental protection, land use, and resource recovery.
According to the new industry threshold, the new polysilicon project will not be approved in principle until the new catalogue for government investment projects is approved. Existing projects must also be demonstrated and approved, and those that do not meet the standards will be rectified. If the rectification fails, the polysilicon production will be withdrawn.
The Ministry of Industry and Information Technology has said that the various industries are competing for the project, and the polysilicon industry has already experienced overheated investment and overcapacity. The survey shows that the polysilicon industry plans to invest a total of 134 billion yuan, the actual investment is 47 billion yuan; the designed capacity of the completed project is more than 40,000 tons, and the designed capacity of the project under construction is more than 60,000 tons.
