The EU pesticide review system was officially implemented on September 1, 2008, introducing a new set of uniform pesticide residue standards across all 27 EU member states. This marked a significant shift from the previous system, where individual countries had their own maximum residue limits (MRLs), resulting in inconsistent and overlapping regulations. The updated framework aimed to streamline and harmonize these standards to ensure food safety and facilitate the free movement of agricultural products within the EU.
Under the revised European Parliament and Council Regulation (EC) No 396/2005, which was later amended by Regulation (EC) No 299/2008, the number of pesticide residue limits increased dramatically—from over 39,000 to more than 118,000. For pesticides without specific limits, the EU generally applies a default value of less than 0.01 ppm, similar to Japan's approach. This standard ensures that even if no specific limit is set, consumer safety remains a priority.
The regulation includes seven appendices that provide detailed guidance on setting MRLs for various food and feed categories. Appendix I outlines the list of food and feed items covered under the regulation, including fruits, vegetables, cereals, and animal products. Appendix II provides specific MRLs for 245 pesticides, while Appendix III lists provisional limits for 471 pesticides during the harmonization process. Appendix IV identifies 52 pesticides with low risk, which do not require an MRL.
Appendix V and VI are still pending, as they will include default limits for unlisted pesticides and conversion factors for processed foods, respectively. Appendix VII focuses on fumigants used before products reach the market, with specific guidelines based on Commission Regulation (EC) No 260/2008.
To enhance transparency and accessibility, the EU has created an online database where users can search for MRLs applicable to specific crops and pesticides. This tool helps stakeholders stay informed about the latest regulations and ensures compliance across the supply chain. Overall, the updated system reflects the EU’s commitment to protecting public health while supporting trade and regulatory consistency within the European market.
